Bugged Quest the NPC doesnt spawn

Hello for affliction warlock artifact scenario there is a bug before you enter the scenario i need to get a quest called The Dark Riders but the npc doesnt spawn i see the quest on the map but i cant find the npc can you put it in my quest slot or something i need to finish it!
